I can get target manager to connect but i cannot make tools attach.

*I DO have a debug Eboot
*I HAVE checked my debug settings! (np, system software, single network, etc)

Still No luck, What else can I do!

When installing target manager disable your antivirus, add the following process to your AV exception list - ps3tm.exe, ps3tmgui.exe

After that check your firewall, my firewall has this setting - You must login or register to view this content. disable your firewall completely.

After that try again and see if it will work. Smile It could be a messed up debug eboot, depending what game you are trying.

Ahh yes this is a very common error, it's called a "Massive n00b" error and can only be fixed using the "GOML f4ggit" method

Some antivirus delete ps3tmgui and some more files which prevent prodg to work make sure you have all the file
