Must have been a typo. It IS 3.55 or below, anything above 3.55 is not jailbreakable. If you don't even know how to check the systems firmware then you probably don't even need to worry about jailbreaking your ps3.
It has to be on 3.55. If your PS3 was on 3.55 firmware or lower when you got it, it can be jailbroken, but you HAVE to downgrade to 3.55 first. By the way, right now, the current official sony PS3 firmware is 4.70.
Look up list of PS3 firmwares on Wiki. The ones made before December 2010 are the ones that are downgradable and therefore can be jailbroken. Not so sure on the ones made in January 2011. You have to check with something called MiniVerTech. Look it up on YouTube.
Downgrading your PS3 to 3.55 can be quite a hassle. Personally, i'd say to purchase an already downgraded console or a console that's already on a Custom Firmware. You'd need an E3 Flasher in order to downgrade or something similar.
Put it in your microwave for about 60 seconds, then insert any game while smashing your PS3 with a hammer. This will force your NOR/NAND chip to downgrade to 3.55. Enjoy the jailbreak my friend
