I think you gotta be on DEX for the cobra option. You're talking about this though right?

What are you're settings? Try your settings like this:
System Mode: Normal
Debug Menu Type: DEX
Toggle Cobra Mode: Enabled
Toggle PS2 Emulator: Enabled
Toggle webMan: Enabled
