I don't understand the problem? Your cid is banned? And your other one isn't? I mean did you happen to try restoring eid in PS3ITA Manager, or similar? Sorry, but this is confusing.

That error message means your CID or your account is banned.

I fixed it i just switched to cex and it let me sign in with it
