You have to be on a cfw ps3 to have a mod menu.

Yes CFW is required!
You can buy an E3 flasher so you can downgrade your console.
You can pay someone to downgrade your console if you are not able to do it by yourself, or you can just buy a Pre-Modded console which is already jailbroken.
