I asked the op and he said you need to be jailbroken for it but he doesn't remember where he got it from.

If you go on the ps3 browser, look up ps3 themes and go to the first link, and look up any theme, download it, then go to theme settings in the xmb and it should be in there somewhere lol

Well it's apparently for jailbroken system only. So it wouldn't be found there.
