You need to use webman to adjust your fan speed. As far as I know, you can't use Control Console API to adjust fan speed, and there is no certain temperature at which you get YLOD. It is the result of extremely high temperatures which crack the solder and cause it to bridge connections etc. So, you webman to adjust your fan speed, and if you can, I suggest putting new thermal paste on, if you have a PHAT PS3. If you have a Slim, it isn't necessary.

Install Fan control Utility. And please don't lower it and keep it at the default level because this may cause overheating which leads to the Yellow Light Of Death (YLOD)

use webman, enable it in rebug toolbox if you are on one of the latest rebug firmwares, then enter your PS3 IP in your browser and you will be greeted with a nice interface, then u goto settings or some shit and press on fan speed, then adjust it to somewhere between quiet and a jet engine.

you cant set it with ControlConsoleAPI (CCAPI)

you mean make your temperature go lower? or make your fan spin slower, i would recommend making your fan spin slower tbh honest because may get hot real easily.
