You first need to be on 3.55 CFW. Otherwise, it wont work. So install any 3.55 cfw first. Take note that the file needs to be named PS3UPDAT.PUP and you need to put in on an usb using this structure: PS3/UPDATE/PS3UPDAT.PUP. Hope that I helped!
