It's your debug settings then that don't let you connect

Target manager bugs out sometimes, for me at least. When you go to add the console, if the ps3 comes up as a reference tool when searching the IP (instead of a debugging unit) , then it is probably bugged out and will not connect. You will need to keep trying. Close target manager, end it all in task manager, restart the console and bring it to the XMB. Then open target manager and try to add target again. If the ps3 comes up as a debugging unit while searching for the IP, then you should be good.

Just plug your Ethernet cable from your PS3 directly into one of the Ethernet ports on your PC then manually set the IP addresses of the console and PC to be within the same subnet and you're good.

I suggest ccapi. Works fine on Dex and super easy to use. Tmapi is ok too. Geared towards more advanced users.

You need a debug eboot for whatever game you try to attach with tmapi.

I was using blackops but zombies didnt work

To debug zombies, youll need to decrypt the _zm.self and then turn that into the main eboot with make_fself .
and just keep the original _zm.self there.
