I have been working on this for over 2 days now and I have tried pretty much all of the modded blue prints to bring you guys the best weapons possible! Here is a list of all the items in the save!

Do a barrel roll!
I loaded this file, and Sam B is at level 50, and all of the modded weapons were at level 60. Which pretty much leaves me with a bunch of weaker weapons.

Does anyone run into this problem, and know the fix?
