NO. It works for everyone since 1.08 because ranking data saving into "profile" save file.

It must work with any EU version. If your region is US or another one you must convert it to yours. I have only EU version so I cant test it.

Confirmed works. I played a TDM game and got in 2nd place with 1 kill. After that game the trophy popped.
