I let the people at save wizard for PS4 max know about this issue. They thanked me for letting them know about the issue, but they are more focused on coverage for new games. So, it might be a while before this issue is fixed. Other than finding a save that is already max level, from what I have researched, there is no work around at the moment. The recent update(s) to the game have made the code for max exp invalid. That is the reason you get suck at your current level with no way to progress.
