I found this on the net I tested it works =)

999 Items for first 100 Storage Slots

If you want to change the quantity from 999 just adjust the number in blue italics, if you want to change how many storage slots it fills just change the red bolded number.

But if you search "skill id god eater rage burst" on Google you eill find what you need at 1st search result, it consist numeral id , you need to conver those decimal id to hex , make sure you dont put exclusive weapon-skill (unique) or the game will crash (feel free to try though) you can check from 2nd search results for that

Im suck at explaining and i don't have the game anymore but to put it simply you need to place the weapon in inventory to make easier to find if it make sure have some skill installed on weapon so you can find the skill instead and replace them for example item master (CC 00) look post above how to find your skill id, let's say we have item master level 1 so you need to find CC 00 01 EF (01 is the module level EF is divider also can be 00 too) replace CC 00 01 to gun soul for example 14 01 OA (OA is level 10) after divider (EF) you can place another skill then skill level then divider and so on, one equipment may carry 4 different skill, it's look hard at first but you will get used to it
