Currently, Save Wizard does not support HZD so it can not be edited yet (Unless you know how to decrypt game saves but good luck with that ).

Is it possible to resign a HZD save instead?

Misread that , Resign - Yes. Re-region - No. All saves at the current standpoint can be resigned using Save Wizard.
