You can region resign with Save Wizard but only if the game is supported by them and has advanced mode on it.
For example: The Evil Within can be re-regioned as it is both supported and has advanced mode enabled.

The other option is Xploder but you shouldn't bother with that.
They offer zero support and the saves they offer are mostly from this site.
I have seen one of my saves offered on their program but didn't give them permission to use it.
