Assuming that they can just rip out a feature like that, I see no real reason why they would remove it or any other feature of the console so late into its life cycle. The USB transfer feature has plenty of legitimates uses anyway, it's not like it's ONLY used for witchcraft and other fun things that Sony hates.

Could they do it? Of course. Would they? Definitely not.

It would kill the PS4, plus it'd be the first console (and last console) ever to need to be online to simply save a damn game.
