I have a great save that puts me in front of 2 security guards and 95% of the time they run away surrendering and then cower immediately, which makes the kill easy. I've done this over 50 times but the trophy doesn't pop.

They are enviro-suit wearing security guards. Is that the problem? Does it have to be regular security guards that are not wearing the suits?

I really need help with this. I can't figure out what I'm doing wrong and no one else has any additional information.

If someone could provide a save to make this easy or give me some suggestions, that would be amazing!
