Already is. Debug systems are DEX, CEX are retail consoles everyone owns.

It would be the same. Why change when CEX still means retail and DEX debug?

U can already buy a DEX PS4 or just get one through registering as an indie company. Also there are some exploits that allow DEX conversion but I won't get into that I just happen to know people.

It's not quite as simple as I described it but yes. And I should probably mention even on a developer console you are extremely limited since I haven't seen full on custom firmware.
