Go to your Video Output Settings, and put thr HDMI Graphics set on default if your tv/monitor is set to 720p. If you can't access it, go to the secret menu on the PS4 (Reboot Settings) and rebuild database. It should automatically put you on the highest resolution that your tv/monitor can take.

Probably because your TV/Monitor goes up to 1080p, and that's the way it's staying. If you want to go to a lower resolution, which I wouldn't know why. You'd have to switch it every time you get online.

Rebuild Database, and it will automatically set your resolution to the one it can handle which is your 720p.
