Have 2 PS4s in the house and when my partners PS4 is turned on before mine, i am moderate. Therefore we are both moderate.
Anyone know a fix?

Have u tried to place one of the ps4's outside of the NAT firewall?

Stick them both in a DMZ to open up the multiplayer ports - you can find tut's around the internet on this.

Also try using 8.8.8.8 | 8.8.4.4 as the DNS settings.
