You should use the PS4API black panther released rather than PS4ME.

With PS4ME the addresses and data need to be strings which is a bit ridiculous.
You don't need to declare a new instance of PS4ME or PS4API. So long as you have PS4API added as a reference you can just use it this way:
PS4API.PS4API.ConnectTarget(string ip);
PS4API.PS4API.AttachProcess(string module);
