Well you can't re-region the saves but you can re-region the game.

Create a US PSN account, activate the 2-days PS Plus trial (without credit card info) and download the US version of the game for free (it's the same trophy list).

I don't know if you can activate the 14-days trial with a European card but if you can, you'll have more time to use the save.

Load the save for trophies 8 to 15 and just continue the story missions until you finish the Big Chief mission (only one or two quick missions). At this point, you'll be able to upgrade the V8 engine. You'll have more than enough scraps.
