What you need:

Level 25-30 Archery level
1 skill point
Find archery skill tree in skill menu and go from there

The perk is called steady hand. The first rank slows time by 25% and requires 40 in archery level, the second rank slows time by 50% and requires 60.
You need to unlock some perks before this perk is available though. So make sure to focus on archery and keep a few unspent skill points.
