If yes, What did they say?: Nothing, his last message was on Monday that he finished the deal and asked to log in to sync the Trohies. After this message he never answered anymore and didnt sync the trophies.

Ok so i have bad news for you right away looked at the screenshot of the seller and i am familiar with him he used to have tons accounts on here and has been banned over 5x for scamming for every new seller i check ip and location to make sure it isn't him but this time he found a way around it may be a vpn you won't ever see your services getting complete by this dude he will send the money back i suggest you if you paid as friends and family to make a complaint to your bank (only if your bank account is connected to your paypal and say it was a unauthorised payment) to get your money back

No my bank can‘t do anything. Once the money has been deducted, it is „gone“

What about Paypal?

There its the same.

Sigh well all i can say is to be careful for new shops i will try my best of finding out somehow if they are legit or not
