I did his account, unfortunately he already did the GTA 5 rock star transfer, like how you transfer your ps3, to xbox1, xbox 360, to ps4. or the other way around etc. I did his account, but he could not do the rockstar transfer.

I had someone else finish the account in question after you took too long and would not reply to me. That's probably why you think it was transfered. That still doent explain why you chose to ignore me and my request for a refund. if you did decided to do the account and weren't able to why would you ignore me and the refund request I sent. Or you could've contacted me and said hey I can't access your account. That would have saved everyone's time. I look at the thread's comments and judging by the comments and the fact that it's now closed says something about the service. I don't think I'm the only one that will open a case here.

It is closed because other people on xbox 1 are having this problem, If this problem concurs I will stop doing GTA 5 recoveries.

He didn't do it, I got someone else to. Now he's not wanting to refund the money.
