Also isnt the first time he has done this, just abusing the old dispute guidlines. Reviewed many threads in the solved disputes.

user had not been online so I am extending this to the 10th before action is taken. I would suggest taking this up with Paypal also best you can

I tried. Paypal does not accept disputes from friends & family payments, basically sent him a gift in their eyes

Due to the user failing to respond they have been banned. Sorry for your loss of money.
