When did this happen:
We started talking about it 4 days ago. Yesterday was the last time he had contact with me in the morning. Since then he hasn't contacted me back..even though he's been online several times.

He won't respond back ever since that last screenshot yesterday. He's been online this morning on this website.
Other comments:
We agreed on 110 until he would provide me with the tracking number for the PS4. Then i'd pay him the other half (for a total of 220). Never gave me the number.

User has been contacted and has 48 hours to respond.

The transaction started onsite. Therefore he is legible to have a dispute open against you. Please do not try to back your way out of this.

Technically all was done off site including the payment. I agreed with more then he paid for on site. Everything happened off site.

It started ONSITE. Please do not try to evade from this. You must comply with us, this dispute will stay valid and if you fail to cooperate consequences will be given.
On topic now, do you have any reason why you ignored him or have any evidence to prove that the console has been sent?

User has decided to act against the dispute. He has also admitted to scamming through the shoutbox, proof can be found here:

For this reason, he has been banned and the dispute will be closed. However, I do advise you contact PayPal and open a dispute with them to try get your money back. I recommend you ask them to get the accused to send tracking information, if he fails to provide that you should be able to win the dispute. Sorry for your losses.
