I’f you need a website making let me know, I can help, I know some pdo etc, @HamoodDev could also help you aswell as he is good at what he does

notepad++

microsoft expresion web 4

visual studio 2017



for the beginner in web development i would suggest expresion web 4
but visual studio is better why?:
debugging
lots of tutorials
test without setting up a server
plugins for whatever u want to do

Gotta disagree with this setup. Sublime Text / Atom and a local dev server is infinitely better than using anything with Microsoft branding on it. There's a reason nobody uses Internet Explorer!
