Force host is working its just not very good on W@W. even if peaple join you probably wont be host unless you've got good connection or start with a party of 6 freinds, both only help not a sert.

It really depends also on the game mode, it might just be that nobody is searching in that particular game mode. Try Search and Destroy, thats where most of the players are. If not, just look at the X/X in the bottom corner for each game mode.
