3. Browse to where you saved it via iFile and tap on it.

4. Choose 'Install' from the popup.

5. After installing, respring.

This tweak was built for 32bit devices so 64bit devices will get an error "Failed to load preference budle...."
Here's how to fix that:

in iFile, navigate to /Library/PreferenceBundles/tjprefs.bundle/

then copy tjprefs.plist from it's current location to /Library/PreferenceLoader/Preferences/
It should ask you to overwrite a file already there, just choose ok.
