I have been tying a lot of tools but still unable to extract the eboot and modified with hex. Can someone help me how to do it or modified it ?

Take the offset that you want and subtract it by 0x1000 , open up the eboot.elf in a Hex editor ( Hxd Editor ) click g then paste that offset then replace it's bytes with the bytes that activates it . Voila , enjoy ; )
