Does anyone know how to do this type of stuff?
All i know is that you can use DreamWeaver to do this stuff

So please help me out?

So what do you need help with?
Use dreamweaver, get a tutorial or just work it out yourself. Everything on dreamweaver is pretty simple. Press the button and there you go.

What kind of website is it or forum.

You can search for them on google. By typing in:

Custom Themes for ______
Or
Custom Skins for ______
Or
Custom Mods for ______
Or
You can remove the word custom and search again

I don't have DreamWeaver
I dont wanna pay for it

Donate 10$ and you can get a 100$ program for free.
Make it in photoshop and code it in dreamweaver.
Or you can just pay someone to do it for you, shouldn't cost more than 30$.
