Most likely because the tutorial was not skipped correctly. Did you have your account modded ?

Advice When A tutorial has been skipped correctly simeon should call you while your account is on the ps3 dont ever transfer before all the neccasry stuff has been done such as lester calling you simeon so you can buy property then transfer once all that has been tooken care of

No there is not. You will have to have a new account modded in order to do anything,
