Post: Police Lights without sirens while Driving

Grunt
spawn a police cruiser (or any policecar)
drive into water (not too deep just so that it kills the engine)
after the radio and lights turned off boost your car out of the water.
if u are on land (if it doesn"t work to boost your vehicle out of the water, teleport on land) wait till the engine turns back on(or repair your vehicle) and turn on the emergency lights
(double press horn Left stick) there u go emergency lights without sounds
it maybe works without mods but then u need to find a way out of the water somehow)
