For opening a shop your account needs to be either 1-year-old (or longer) or needs to have 1k reputation (or more) (this doesn't imply to shops that already have been opened before 25 January 2020)
For the ones that already have opened their shop you are required to complete offline games on a blank account denying this to any of your customers can lead to a dispute against you this prevents shop owners to use game saves since it is impossible to use game saves on a blank account (multiplayer games that also have offline trophies also need to be done on a blank account except for the multiplayer trophies of course)
Whenever someone is denying to complete your offline game on a blank account it will be most likely that seller is using game saves so don't hesitate to open a dispute against that user then
Edit1: The seller needs to provide the buyer screenshots of the trophies whenever the deal is done that way trophies can not be modded by any unofficial firmware PlayStation (this only applies to Ps4)
