Depends what game you're talking about. For example GTA 5, yes you need to be on some sort of CFW. But as for Cod 4, WaW, MW2, and GTA 4 you can mod those on OFW using a modded backup. You can search for those yourself. But other than those games im fairly certain you cannot mod any others on OFW.
