Based on your question, i think i can help.
RetroArch is a CFW/HFW package and thus requires HFW or CFW to install.
Since you can't find Package Manager (automatically installed on HFW and CFW), i would have to say that you have not jailbroken or put HFW on your system.
You must install either of those to install packages on the PS3 system.
