IP is banned from sony, either use VPN or maybe contact ISP for a ip change thats the only way to solve that problem

Try changing your PS3 IP under network settings>custom>Input IP of your choosing, then try signing in again. This will give you a static IP, if that doesn't work, try changing your PS3's MAC address if your on DEX
