I think its because when the SW codes were initially released...99 was the max level. I haven't played that game in a while so I can't remember for sure.

ah makes sense dont know why i didnt think of that lol wish theyd re open advanced mode for it though cause i found some codes id like to try and noone plays online on it anymore anyway lol
