I have tried to use save wizard to apply cheats to my save file but its not working.
If anyone has a started save with cheats applied or is able to do it for me your help will be much appreciated.

Have you done the first opening mission and then applied the cheats? They do work, I've used them myself although you only get max money and max skills. The money cheat is helpful if you are desperate to buy all the properties etc. but later in the game you make so much on the stock market that it's pretty pointless anyway.

Max skills while they worked didn't really seem to make much difference either.
