I select all the cheats I want and apply, everything happens normally and at the end of the process says that the cheats have been applied successfully.
When I load the save in the game it does not have anything modified either.

Try checking other save files because the save game that you modified is not necessarily the one you loaded in-game

Moved to correct section. Agree with Jar El. Often it's as simple as doing a manual "Load Game" instead of "Continue".
