Nope, you can only mod using their preset values. They said they don't want to enable Advanced Mode (which would allow us to manually mod our saves) because the game has Online. Which makes zero sense since they allow you to use the Advanced Mode on Bloodborne and Dark Souls 2-3. So it seems to me they like to allow cheating online as long as the game has PvP mode.

You have to use Save Wizard to Resign the save to your profile.

Well it basically put you to HR999. But you have caps in place which get removed when you complete certain stroy quests.
I tried it on my main game and it looks stupid if you only have like 60 investigations done but HR 999
