I would grind it but the enemy AI is ridiculous, nothing ever spawns to keep your wanted level going, and so I never earn the 2x chaos bonus that comes with a wanted level. It's so painstaking even with that 2x multiplier, so no multiplier is killing me. I've tried various methods posted on YouTube and forums but they don't work for me.

I would be seriously grateful if someone could provide a save that is at or around chaos level 13 so I can use it to get to level 14 and get that last trophy.
