it's the basic game + dlc.
No, I can not make you save it is not so simple.

I do not think you have to buy the dlc but I'm not sure.

Already try your save when i load the save they ask for dlc

Where do you find the weapon damage. There is a tutorial on YouTube that's not very hopeful
I'm not sure if this is how, but I believe there is a way to boost Weapon Proficiency to insane amounts. Perhaps try asking in our Game Save Modding section:
