this save is for Goon De-leet Trophy and it was my last trophy before Platinum
you spawn in Road Block filled with Goons, kill one

i re-region'd this to EU but for some reason the trophy doesn't pop on kill hmm

Are you trying to resign or re-region? If trying to resign then it I'm not sure why it wouldn't show up in the same Resign tab. If you're seeing one, you should see both. If you're re-regioning it's a different story because you'll only see, in the Cheats tab, saves for which SW has cheats which is not every file in the game.
