Literally the rest of the trophies can be cleaned up on recruit via chapter select in just a couple hours!

EDIT:
Confirming that you can play the mission on recruit and change the difficulty to veteran before killing final boss. (It will probably unlock without switching difficulty as well)

Haven't played this one yet but here are some things to try: Back up your own Modern Warfare saves, then delete them off your PS4 before copying this resigned one over. Make sure it's working off a completely blank game.
Make sure you're playing offline. Start the game offline, too.
If there's a way to manually load a save/mission rather than using that "continue", do it. Sometimes continue can screw up your Save Wizard work. It could select an auto-save or otherwise do something unintended. Not sure if that could be the case here since again, haven't played the game and entirely unaware of the save structure.
Last idea: Even if it's loading you into the Proxy War mission, can you select the one you want? On the difficulty you want? From what the OP says, you can go through most of the mission on recruit and switch it to veteran right before the boss.
