resigned it and converted it to EU Save with xploder
there is a readme in it. i tried it and it worked. got platinum now because hardline difficulty was the last trophy missing for me

Hardline is supported by xploder???
I thought only BF4 was supported.

Firmware issue then. Every time I've seen "All", it means it's one of the Firmware versions that SW had to drop support for after one of the first times Sony changed the encryption on saves.

The way to get this save working again would be for the original uploader to fire up the game with those saves, which would update those saves to newer firmware, then re-upload the saves.
