WinRAR is a free program and can extract the RAR file for you. After that, I'm pretty sure you can also use WinRAR to turn it into a ZIP also. Just make sure you're turning the right thing into a ZIP. Needs to be the CUSA folder only, and the last CUSA folder - no other folders inside of the CUSA folder. If you have a more recent version of Windows, like Win10, you can make a ZIP just from a right click and "send to" "compressed (zipped) folder". Otherwise there are free programs besides WinRAR that also make ZIPs. Again though just make sure the structure looks like this:
ZIP>>>CUSAnumber>>>files

Thank you so much, this worked first try too i just needed to download the WinRAR program and after that i was finally able to convert the file to a zip.
