I'm currently testing out all the trophies you can achieve with it, I was able to go from 10% to 52% with this save so far.
All I did was Recruit Soldiers from the Challenge Task Rewards,Developed some Weapons,Went back to Mother Base and did a Target Practice Side Op and returned back to the ACC. Doing this should pop a bunch of trophies related to Side Ops,Missions,Development,Staff etc...
Please test it yourself and post your findings!

UPDATE
Here is a Save with Quiet back and ready for deployment, I don't think this save has enough Materials to build a Nuke so I'm still keeping the old save up

Blocked how? This game, including this CUSA, are supported by Save Wizard. If it has Advanced Mode then re-region should be possible. Simple tutorial below:

I was not aware Advanced Mode was not enabled - and with moderator duties I cannot check by myself every time there is an issue with a save which is why I asked for more information. I simply did not know what you meant by "blocked" since that could mean any number of things and "Advanced Mode is not enabled" was not one of the possibilities that occurred to me. Being clear on what the issue is makes it easier for those who want to help, to actually help.
If Advanced Mode is not enabled, then Hector would not be able to re-region it either, as you're requesting. I would suggest either searching within this forum (and also our modded saves forum) for other Phantom Pain saves and save sets for the exact CUSA number you need, or instead creating a Save Game Request in our Requests section.
