It takes so long because the majority of black ops 2 servers are dedicated servers. Occasionally players will connect to a non-dedicated server, but it's a very slow process. There are some tools and menus that allow you to start a game with the minimum amount of players (1 Player) that would be your best option.

The reason is dedicated servers either 1: user SuperFH or 2: use non host menu like paradox SPRX
